The Soviet war in Afghanistan continued to drain resources and deepen insecurity. Poland simmered under martial law, raising fears in the West of repression and expansion, and fears in Moscow of rebellion and collapse. The United States began deploying Pershing II and ground-launched cruise missiles to Europe, systems that the Soviet leadership believed could shorten warning time and weaken Moscow’s ability to respond. Meanwhile, President Ronald Reagan’s rhetoric, strategic posture, and military build-up reinforced Soviet suspicions that Washington might be seeking not coexistence but strategic dominance. In such an environment, even routine actions carried the potential to look menacing, and even a training scenario could be interpreted as cover for the real thing.

This book traces how an exercise that NATO saw as standard preparation became, through the Soviet lens, a possible signal of imminent attack. It explores the culture of Cold War intelligence, and the ways fear can become doctrine.
