Tied up the pieces nicely

The first three books in the series mention weird things happening to shifter’s that come out of human prisons. This book gives proof to the rumor. It takes down a leader (?) but none of the other villains are shown. It’s set in a fated mate love story between an escaped prisoner and a woman in charge of those who hunt him. Both characters are dragon shifters. It’s a good novella.
