After World War III wiped out civilization with nuclear weapons, humanity has rebuilt the world into a dystopian, cyberpunk nightmare. Hope City, built on the ruins of Cincinnati, is a megalopolis governed by a Draconian and mysterious quorum of twelve people called the Senate Collective.

Professional criminal Rose Dao and her colleagues are good people forced to live outside the law. Hired for a job involving the Senate Collective, they are quickly caught in a web of deception and danger. Why do the Senators keep themselves hidden from the people? What do they do up in the black obelisk that towers above all of Hope City?

Museum heists, stolen diamonds, photographs of ghosts, scheming trillionaires, cannibals, and threats from the Senate Collective all have one common thread – Rose and her colleagues. In over their heads and stalked by a psychopathic teenage girl and an Englishman with glitchy fingers, Rose and her friends discover that something is unnatural in Hope City – something that might not be completely of this world.
