Went from a four star story down to two

I'm so mad at this book. It had a man with powers that affected the weather and he had telekinetic abilities! There was an institute that treated "mutants" like him, but he knew that they were sus. He and his girl could have spent the story taking them down and rescuing abused mutants. Instead, it was a story about a guy who suppressed his powers to the point where he needed this girl for sex. And that's it. I gave this two stars instead of one because I did enjoy the first half of the book.
