Detective Sam Waters responds to a call from a passerby that a body dressed like a ghost is hanging from an oak tree in a local park.

Before Waters can begin uncovering the truth, his cell phone rings - it's the killer calling to promise that if he doesn't find him, the detective will be his final victim.
