To win his re-election, the President is engineering an invasion of Canada to channel water from Lake Superior to the parched South West United States. He is sure the water deprived 80,000,000 Americans in New Mexico, California, Arizona and Nevada will reward him with their votes. Dr. Rob Lyons is sent, by State Department, to Canada to obtain the support of the invasion of Ontario from both Quebec separatists and Western Canadian separatists.
