He was one of America's great 20th century astrologers. Grant Lewi was his best friend and supported Tobey's statistical research to prove astrological principles. He discovered the astronomical basis of sign rulerships that supports Pluto being the natural ruler of Aries. He discovered the mathematical design behind ancient astrology that has been passed down for 2,000 years. He discovered that aspects are based on house design and that the original house rulership started with the Leo Clockwise House count, not the Aries Counterclockwise count that was popularized by Alan Leo in 1910.
