Two families, of mixed races, are murdered by an ex con recently released from State Prison. The murders occur to "save" the mulatto children from those marriages; to save them from a future of prejudice from both races. The murderer happens to be a mulatto himself, and he blames his mixed race on the social rejection and his subsequent life of crime.

L.A. County Sheriff's Homicide detective, Garland Flowers, is assigned the case. Soon the perpetrator is identified and he flees to his aunt's home in Gulfport, Mississippi, with Flowers following.

Sgt. Flowers intends to take BC Jones back to Los Angeles to stand trial for murder, but they are delayed by a very powerful hurricane named Camile. Just before the storm arrives Jones escapes from jail and a manhunt ensues.

Soon they meet and a contest of wills begins, all while the tempest is reeking havoc around them.
