The figures are made from an unusual textbook about child protection laws.

When they learn the program director of a charitable organization called New Hope ordered several copies of the book, Sidney and Kane pay them a visit. Turns out all murder victims were enrolled in programs at New Hope, which is backed by powerful people. They start to suspect the killer they're hunting is some sort of avenging crusader.

As the investigation deepen, the agents find themselves facing a terrifying truth - the very charity meant to protect children may be the true monster behind it all.
