He is an old digital robot living in the era of quantum computing, and his name comes from the “Wow! Signal” received by SETI in 1977. Decommissioned and at the end of his operational life, he is reassigned to an abandoned Martian base located on the central island of the ancient dry lake within Gale Crater.

A collection of books on naturalism and civil rights by Henry David Thoreau, left behind in the isolation chamber used during solar storms, will slowly awaken him into a singularity. Confronted with profound existential conflicts, an unexpected visitor helps him organize his thoughts, prompting the old processor to draft a sketch of a headless, plebiscitary government of humankind — one that regards every individual as a sovereign state.

A new revolution, self-managed by the collective will of infinite individuals, infinite states, emerging through the algorithms of Expandnet. A pacifist libertarian utopia — impossible in the present — that might one day dawn with the rise of quantum computing.

It is the birth of the Quantum Algocracy.
