In a plausible Earth of the future, the average man owes millions in family debt, passed down generation to generation and the .001% owns nearly everything. In this dark vision of America, an evil President from the Reaper Party tries to use extreme violence against his rival to ensure that he is reelected. But along comes SEC-39, unarmed security patrolman, who has no special powers and no particular skills. However, SEC-39 is the type of person who doesn't know when to quit. He believes that when there is danger to innocent lives it is his calling to stand as a guardian for those in need. Time and again, SEC-39 stops the President's cronies, and the whole house of cards begins to collapse...
