Though Echo cleared a serious threat from the streets of Hanton, it has hardly put a dent in the corruption that still lingers. She stalks those at the top, looking for a weakness she can exploit, but a new threat drags her away from her ultimate goal.

The tension between Bartlet and Echo threatens to fracture them both. Bartlet may have his eyes on the big picture, but Echo can’t help but focus on the invisible citizens who are being ignored as Bartlet is blinded by his ultimate goal. Can Echo save the lives and futures of those she has been protecting?

Or will the vulnerable be washed away by the raging storm that sweeps through Hanton?
