Two peacekeeper ships are dispatched to New York City to organize the evacuation and resettlement of the survivors. The peacekeepers soon find themselves facing a myriad of problems. Wild animals roam the streets of the city, and the tunnels beneath it are home to millions of starving rodents. The underground is also home to cannibals who prey on other humans as a means of survival. Compounding matters is the hatred and mistrust the above-grounders have for the people who live beneath the city streets. The peacekeepers must somehow prevent the different factions from fighting long enough to arrange their mass departure from the city.
