In Ukrainian Town near High Park, empowerment is quietly weaponized. Care work is timed. Slowness is penalized. A young war refugee cleaner discovers that being “empowered” in an optimized smart city may mean becoming statistically unnecessary. Dignity survives—but only locally, and at a price the system records as failure.
Each village asks the same question in a different language:
What must we give up to stay human—together?
As audits tighten and firmware mandates spread, the city moves toward a final convergence on Toronto’s waterline—where festival fire meets lake wind, and the question becomes unavoidable:

or a fragile, stubborn harmony that protects difference even when it cannot scale?
