On Diwali eve 1992, Inspector Ishwar Gupta collected bribes at checkpoints while shop owners delivered gifts to the Police Headquarters. Opening the gifts revealed a shocking find: a woman's severed head in one box. To their surprise, the murderer, Devesh, surrendered to the police shortly afterward.
