John Menna is a veteran in safety engineering and regulatory affairs leader with more than 35 years safeguarding people and operations across the U.S. Department of Energy’s nuclear defense complex. He is the founder of Principled Safety LLC and the creator of the Principled Safety® methodology, a standards-based approach that translates high-reliability safety practices into clear, repeatable processes for complex environments. Menna applies high-hazard safety disciplines to K–12 by translating safety-case thinking into school shooting protocols: rigorous scenario analysis, clearly defined safety functions, performance-based metrics, and defense-in-depth that spans design, policy, and daily practice. His objective is prevention of harm through verifiable performance—integrated with district Emergency Operations Plans and the Incident Command System, aligned with SRO operations. Reinforced by gap analysis, drill validation, and continuous improvement, his work equips policymakers, school administrators and boards, architects and facility planners, and law-enforcement partners with a rigorous framework that moves beyond checklists to implement equitable, prevention-focused protection across every school. Across his career, Menna has prepared and secured approvals for safety bases for reactor and non-reactor nuclear facilities and has served in technical, regulatory, and regional managerial and leadership roles at DOE M&O contractor sites and serving on Standards committees and corporate and client nuclear safety boards. He holds a BS in mechanical engineering and applied mechanics from the University of Rhode Island and both an MS and PhD in mechanical engineering from Virginia Tech, where he was a Pratt Presidential Fellow and a Cunningham Dissertation Fellow. He has contributed to community and education initiatives throughout his career through board and committee service, and many years as a little league baseball coach. Born in Cranston, Rhode Island, Menna now resides in Knoxville, Tennessee. He has also lived and worked in South Carolina, Colorado, Washington, and New Mexico. He remains actively involved with local K–12 communities, enjoys physical training and the outdoors, and is a devoted husband and father.
