Eine der großen Dystopien des 20. Jahrhunderts - aber lustig. Hier bleibt Ijon Tichy, der Held so vieler lemscher Erzählungen, ausnahmsweise auf dem Boden, das heißt auf der Erde. Es bedeutet allerdings nicht, dass es ihm hier langweilig würde, ganz im Gegenteil: Er wird beschossen, eingefroren, aufgetaut, betäubt, benebelt, beglückt und bekommt schließlich noch einen Rattenschwanz verpasst. "Der futurologische Kongreß" ist eine der großen Dystopien des 20. Jahrhunderts – allerdings deutlich lustiger als die Konkurrenz von Orwell, Huxley oder Atwood.

Der "Unbesiegbare", der größte Kreuzer der menschlichen Raumflotte ist auf einer Mission: Im weit entfernten Sternbild der Leier ist der "Kondor", das Schwesterschiff des "Unbesiegbaren", mitsamt Mannschaft spurlos verschwunden. Die Nachforschungen auf dem trostlosen Planeten Regis III entwickeln sich bald zur lebensgefährlichen Aufgabe und stellen Kommandant Horpach und seinen 1. Offizier Rohan vor schwere Entscheidungen. Denn Regis III ist zwar ohne Leben, aber dennoch nicht unbewohnt.
