Cap'n Bill and Trot had previously appeared in two other novels by Baum, The Sea Fairies and Sky Island. Based in part upon the 1914 silent film, His Majesty, the Scarecrow of Oz. They wash ashore in the Land of Ev, where Billina has gained the ability to talk. The two, along with Tik-Tok, a mechanical man who runs on clockwork motors, run into trouble and are imprisoned by Princess Langwidere.

When Glinda informs Ozma, the ruler of Oz, that there is trouble brewing between two distant lands in Oz, Ozma decides to take Dorothy along with her and try to put an end to the problems. Ozma and Dorothy travel first to the land of the Flatheads, where they encounter the evil dictator Su-Dic and are forced to discover they will not be able to make Su-Dic want peace. They then move on to the land of the Skeezers, whose evil queen Coo-ee-ooh is unwilling to make peace as Su-Dic.
