In Harmony Bay verbreiten sich langsam Gerüchte. Nach einem weiteren Mord gibt es endlich eine erste Augenzeugin. Doch leider klingt ihre Aussage nicht sehr glaubwürdig. Stattdessen wird der flüchtige Freak aufgegriffen und festgenommen. Deputy Landers ist fest davon überzeugt, dass er auch Sheriff Gibson auf dem Gewissen hat - auch wenn der Freak das vehement bestreitet. Sheriff Cody und Mr. Fisher haben allerdings einen ganz anderen Verdacht. Derweil entdeckt die Empfangsdame Rose etwas Eigenartiges auf den VHS-Kassetten.
